ICE + non-warlock TA Empty ICE + non-warlock TA

I've used the search and google, but haven't found anything usable.

Warlock touch attack accounts for combat expertise and improved combat expertise.

Does that mean that *all* touch attacks, e.g. Avasculate, account for ICE? Or just the warlock touch attacks?
