Are Blackguard spells considered divine for the purpose of class requirements?
For example:
A L6 Blackguard has access to l3 blackguard spells.
Is that enough to fill the Forest Master requirements (l3 divine spells)?
Or should it, if not?

Blackguard casting is not divine.
It does not qualify you for ANY divine casting PRCs.
I am not sure thats how it is in PnP since I've not played blackguard myself, but it is definately how it works for NWN2 in general.

Blackguard spells are divine, and would qualify you for it in PnP.

Check out the website, but here is the important part.
"Spells: A blackguard has the ability to cast a small number of divine spells. To cast a blackguard spell, a blackguard must have a Wisdom score of at least 10 + the spell’s level, so a blackguard with a Wisdom of 10 or lower cannot cast these spells.
Blackguard bonus spells are based on Wisdom, and saving throws against these spells have a DC of 10 + spell level + the blackguard’s Wisdom modifier. When the blackguard gets 0 spells per day of a given spell level he gains only the bonus spells he would be entitled to based on his Wisdom score for that spell level. The blackguard’s spell list appears below. A blackguard has access to any spell on the list and can freely choose which to prepare, just as a cleric. A blackguard prepares and casts spells just as a cleric does (though a blackguard cannot spontaneously cast cure or inflict spells)."

So apparently in PnP it is, but how NWN2 works, obsidian fails and its deffinately not divine here. It happens....alot unfortunately.

Its because of the way Obsidian distinguished between caster classes with Spellbooks (which are tricky to replicate) and classes who gain spell uses (like Blackguard and Assassin). Kaedrin found a neat way around it by adding more spells to each daily casting through radials, but the basic system is Obsidian's.
